District 4 officers responded to the St. Louis City Justice Center on August 24 around 8:20 p.m. for a reported suicide attempt involving a female detainee.
Officers were told by CJC staff that the woman had attempted to hang herself while alone in her cell. EMS responded and took the woman to an area hospital for treatment. She was initially listed in critical but stable condition.
While confined to the hospital, the woman’s condition deteriorated and she was placed on life support. Due to her deteriorating condition, the Force Investigation Unit, which handles all in-custody deaths, took over the investigation.
Investigators were advised that the woman was declared neurologically dead on August 28 at 1:00 p.m.
The woman is identified as 33-year-old Katrina Kelly.
The Force Investigation Unit is handling the ongoing investigation, which is classified as a suicide at this time.
