Position Summary
This position performs photography duties for the Police Division. Duties include taking/processing photographs of department employees, victims, suspects, and evidence, logging photographic evidence and developing and printing photographs from digital media.
FUNCTIONS OF THE JOB
Essential Functions
- Photographs and processes photographs of Department employees, including civilians, officers, commanders, and police board members.
- Logs photographic evidence using Justice TRAX computerized evidence tracking system, logs film into Photo Lab Log.
- Develops and prints photographs from digital media received from multiple units using computerized developing and printing equipment, and custom printing (color and black and white).
- Photographs victims, suspects, and evidence, as needed.
- Creates copy photographs from prints.
- Maintains files of photographic negatives.
- Maintains digital photographs using the Digital Imaging Management System (DIMS).
- Upon request, prints from previous cases for investigative units and the Circuit Attorney’s Office. Customizes prints for special cases.
- Performs special photography assignments such as public affairs events (award ceremonies), Academy Graduations, Officer of the Year award luncheons, Police Board meetings (as requested), aerial photography using the Department helicopter (as requested), and others approved by the Laboratory directory or assistant director.
- Scans and corrects/repairs negatives and prints using a variety of imaging scanners.
- Corrects photographic images using Adobe Photoshop.
- Responsible for simple maintenance of all photographic equipment and supplies.
- Testifies in court concerning crime scene photographs and chain of custody of negatives and digital images.
- Serves as the backup DIMS administrator.
- Complies with revisions from time to time after mutual consultation.
- Regular, punctual attendance is required.
- Sort materials in a prescribed manner; perform physical inventories; adjust filters etc.
- Make precise, skilled and controlled arm-hand movements, bend and stoop to obtain photographs, lift arms above shoulder level.
- Knowledge of photography including shutter speeds, aperture settings, depth of field, flash photography, cameras, lenses, tripods.
- Knowledge about using Adobe Photoshop software.
QUALIFICATION REQUIREMENTS
- A high school diploma or General Educational Development (G.E.D.) certificate
- Three years of experience in photography with experience working in a computerized photo lab. OR an equivalent combination of education, training and experience. Must be knowledgeable of different camera formats, film types, photographic lighting, flash photography, and night photography
- Must possess and maintain a valid Missouri driver’s license while employed by the City of St. Louis. Must possess a valid driver’s license at the time of filing application and be able to present license upon request. - This position will, on occasion, require working stand-by, callouts, and overtime.
- Understanding of digital photography and how it relates to evidentiary imaging. Completion of courses in Law Enforcement Photography.

- Data Utilization: Requires the ability to perform basic level of data analysis including the ability to review, classify, categorize, prioritize and/or reference data, statutes and/or guidelines and/or group, rank, investigate and diagnose. Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships.
- Human Interaction: Requires the ability to provide guidance, assistance and/or interpretation to others, such as coworkers, on how to apply policies, procedures and standards to specific situations.
- Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, calibrate, tune and synchronize, and perform complex rapid adjustment on equipment, machinery and tools such as various types of cameras, photographic processors, photographic printers, computer, computerized photographic equipment/mini lab, and film scanners.
- Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as program specifications, technical operating manuals, work requisitions, run books, procedures, and non-routine correspondence.
- Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages and decimals.
- Functional Reasoning: Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
- Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable or verifiable criteria.
- Environmental Factors: Good working conditions. Some exposure to elements such as odors, noise and/or chemicals. Required to wear a respirator while mixing chemicals for photographic processing.
- Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing up to forty-five (45) pounds such as photograph equipment or supplies. Tasks may involve extended periods of time at a keyboard or workstation.
- Sensory Requirements: Requires the ability to recognize and identify individual characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks.

PHYSICAL/VISUAL ACTIVITIES OR DEMANDS
While performing the duties of this job, the employee is regularly required to sit, reach, grasp, talk, and hear.
This position requires clarity of vision at 20 inches or less and the ability to bring objects into sharp focus, while reading from a computer screen.
The job has light physical demand (primarily sedentary) requiring the employee to exert negligible force frequently to lift, carry, push, pull or otherwise move objects in the normal course of routine office activities.
